Application for entry into Register of Verifiers must be filed in writing, in person or by mail, by fulfilling the Form 1. Applications may also be filed electronically by applicant's (certifier's) entry of data in the Form and by submitting the required supporting documentation electronically to the e-mail address of the Office for Supervision and Accreditation of Certifiers: uredzanadzor@mkt.gov.ba.The applicant is required to provide the Office for Supervision and Accreditation of Certifiers with the supporting documentation electronically and within five days from the application date. Failure to submit the documentation within the deadline will be considered as if the application has not been submitted at all. Data and time of application will be the data and time of delivery of documentation to the Office for Supervision and Accreditation of Certifiers.   

Applicant (certifier) must file the application immediately after beginning to provide qualified certification services.

Documentation to be submitted by applicant (certifier) with the application:

  • Excerpt from register of legal entities
  • Balance sheet and income statement for the last business year
  • Internal rules of operation
  • Act on the certifier’s internal organisation
  • List of employees, their professional qualifications, competences and the work status of those dealing with certification services
  • Proof of fulfilment of security requirements (Article 15 of the Law on Electronic Signature)
  • Evidence of liability insurance (Article 35 of the Rulebook on closer conditions for issuing qualified certificates)
  • Proof of payment of administrative fee (Decision on amendment to the administrative fee tariff, Official Gazette of BiH, 53/17), with the exemption of administrative bodies exempt from payment of administrative fee pursuant to Article 13 of the Law on Administrative Fees (Official Gazette of BiH, 16/02)
  • In accordance with the Law on Establishment of the Institute for Metrology of Bosnia and Herzegovina (Official Gazette of BiH, 43/04), the Institute for Metrology of BiH is responsible for establishing standardisation base of the national standards. The Institute implements the base SI unit for time and participates in the international time scale budget – Universal Coordinated Time (UTC) established and maintained by the International Bureau of Weights and in Paris (BIPM), and for generating and distributing official time in Bosnia and Herzegovina. Therefore, the Institute for Metrology of Bosnia and Herzegovina provides the source of the reference time for the digital signature certifiers.

The above documentation shall be submitted in original or a copy certified by the competent authority.


Applicant (certifier) is required to report any change of data maintained in the record which occurs in the course of its activities, no later than 10 days following the occurrence of such change, and in case it has ceased to provide the certification services in order to be deleted from the Register of Certifiers.



 Application for registration of change or deletion from the record must be filed on the Form 2. After filing the application for deletion from the Register of Certifiers due to termination or change of its activity, it shall be removed from the Register by the Office for Supervision and Accreditation of Certifiers.
