Forto with Viola: Intoducing e-services and abolishing roaming charges are our priorities

At the meeting held today in Brusells, BiH Minister of Communications and Transport, Edin Forto, and Director-General of Directorate General of Technology and Communications at the European Commission, Roberto Viola, welcomed successful completion of negotiations on Bosnia and Herzegovina's accession to the Digital Europe Programe, announcing that the signature of the Agreement concerning the participation of Bosnia and Herzegovina in the Digital Europe Programme of the Union (2021-2027) will take place by the end of the current year or in early 2024.

Bosnia and Herzegovina is the only Western Balkans country that has not joined the Digital Europe Programme. Minister Forto has initiated the procedure of joining the Programme immediatelly upon assuming duties as the state minister, with the negotiation being opened and completed in record time.

Minister Forto highlighted, as one of the priorities, the initiative to abolish roaming charges between Bosnia and Herzegovina, that is Western Balkans countries and the European Union. It has been called for support in speeding up to the maximum the complete roaming charges abolishment process so that all citizens could enjoy concrete benefits of the European integrations.

General-Director Viola pointed out to the commitment to adopt laws and strategic documents which would enable accelerated integration and alignment with EU legislation, in particular commitment to align BiH legistation on electronic signature with the EIDAS Directive.

This would enable Bosnia and Herzegovina to catch up with the Union in terms of access to e-services and compliance with the “European Digital Identity Wallet“ which allows citizens to identify themselves in public and private services online and offline, to have a mobile driving licence, to approve online payments, to sign documents electronically etc.

“All benefits from digitalisation and abolishion of roaming charges can only become reality if we stop the practice of political calculation in the process of alignment with the EU regulations, while the priority should be placed on the adoption of a new law on electronic signature, that is identification“, Minister Forto said.
